The
Collapse of the Trust Me Elections Model - An
original investigative report by Black Box Voting

In 2007, Black
Box Voting embarked on a year-long investigative
series examining elections in what we call the Moonshine territories
reputedly the most corrupt local governments in America. What
we found has staggering implications for the design of American
election systems as a whole. Our current system only works if we
trust every human link in the chain. In this report we will knock the
concept of trust-based elections out the window.
What follows
concludes with examples from places like Illinois, New York, Oregon
and California. It begins with our examination of the "Trust
Me" election model as it is implemented in locations like
Kentucky, West Virginia, Tennessee, Mississippi, and Arkansas. What
we found in these locations quickly unravels into an indictment of
faith-based elections in all 50 states.
The very core of
the voting machine controversy is not paper trails or spot check
procedures. The essence of whether an election system can be trusted
is whether it allows the owners of the government, The People, to
view the counting and the chain of custody. Votes counted in secret,
and secret chain of custody can never work unless we change human
nature itself.

CHRONOLOGY
OF EVENTS IMPORTANT TO SAN DIEGO VOTERS FOR 2008 by
Ann Zegler, member of Secure Accurate Elections. This outstanding
resource begins with the 1995 hiring of Mikel Haas (the first time he
was ROV for San Diego County), all the way to the hiring of Mischelle
Townsend (Interim ROV), Michael Vu (Assistant ROV) and Deborah Seiler
(ROV). The time-line is filled with pertinent information, names, and
dates. Ann has also included a short history of "How and Why
Electronic Voting Was Introduced in the US." A must-have
document for all election integrity activists!

COMPLAINT filed
by Bruce Sims with the Secretary of State's office in March 2007.
This complaint is quite detailed, but here's the crux of it:
Count
1: The complaint shows how Mikel Haas, the San Diego Registrar of
Voters, failed to hold elections consistent with the law, e.g., he
failed to adhere to security procedures for San Diego's voting systems.
Count
2: The complaint shows how Mikel Haas, the San Diego Registrar of
Voters, failed to ensure the accuracy of the elections helf from
November 2005 to November 2006, e.g., his failure to follow the logic
and accuracy testing specified for the voting machines means there
can be no assurance that there is 1-to-one correspondence of how
voters cast their ballots versus how those ballots were ultimately tabulated.

COMPLAINT
filed by Ken Simpkins with the Secretary of State in March of 2007.
From the Executive Summary of Mr. Simpkins complaint: "The
conduct of elections in San Diego County has raised significant
concerns for the electorate. This complaint is meant to address some
of the most serious concerns raised by the November 7, 2006 election,
and to request that the Secretary of State's Office investigate and
report on the issues raised."

REPORT
on Secure Accurate Election's meeting with Mr.Evan Goldberg, Chief of
Staff to Debra Bowen, Secretary of State of California. On March 8,
three members of Secure Accurate Elections traveled to Sacramento to
meet with Mr. Goldberg. Our purpose for the meeting was to introduce
our group, ascertain the Secretary's close-term goals and plans for
election reform, to discuss the recent complaints (above), and
discuss how SAE and other election reform groups may work with the
Secretary of State's Office to help promote secure, accurate and
transparent elections in California.

REPORT
on Secure Accurate Elections meeting with Mr. Todd Gloria, District
Director for Representative Susan Davis (D-CA 53rd). Five members
spoke with Mr. Gloria, among the topics discussed were to introduce
Secure Accurate Elections to Representative Susan Davis and her
staff, state our positions on electronic voting as well as voting
practices in San Diego County and give Ms. Davis information
regarding pros and cons of Holt Bill 811 as well as for voting by mail.

REPORT
on the "Devote an Hour To Democracy" SAE activism project
carried out during the November 7, 2006 General Election. We asked
the question: Will the vote totals from the voting machines at the
polling places match those vote totals coming from the Central
Tabulator on election night? A group of terrific volunteers gathered
the information necessary to answer that question!

REPORT
on the Poll Watching Project conducted by SAVE Democracy for the
November 2, 2004 General Election. Over 150 volunteers signed on with
SAVE Democracy to participate in a poll watching project for San
Diego County. Many others heard of the project and either called or
mailed in observations of the election process. We offered training
sessions in both North and South County locations, with an attendance
of over 130 participants. SAVE Democracy established two "hot
lines" with access to attorneys and the Registrar of Voter's
office. The report outlines the information gathered from our
volunteers and from the hot lines, covering approximately 174 precincts.
